[openrisc] Promotion to various countries.

If OpenRISC is ready, perhaps OpenCores should promote it to several countries as a the base for their own National CPU project.
Several countries have IC fabs, but they don't their own CPU design.
Perhaps there will be an International co-operation on OpenRISC.

OpenRISC will reduce their dependence on license / IC technology from USA and Japan. OpenRISC project will provide jobs for local programmers at various countries.
