I think all backend programs should go in /usr/local/sbin.
I do suspect that these things won't happen for 4.0, but one thing that I
think is fairly pressing is the placement of the global gnatsd.host_access
and gnatsd.access files. They are currently located in the rather illogical
location of /PREFIX/share/gnats. They should be located together with the
other global files, namely the databases and send-pr.conf files, currently
in /usr/local/etc/gnats. Preferably, all these files should then be moved
to /etc/gnats.
