required the Federal Trade Commission to transmit an annual report to 
Congress concerning practices and methods of cigarette advertising and 
promotion and recommendations for legislation, terminated, effective May 
15, 2000, pursuant to section 3003 of Pub. L. 104-66, as amended, set 
out as a note under section 1113 of Title 31, Money and Finance. See, 
also, pages 95 and 172 of House Document No. 103-7.
    A prior section 9 of Pub. L. 89-92 was renumbered section 10 and is 
classified to section 1338 of this title.
