Sec. 2212. Fire safety effectiveness statements

    The Administrator is authorized to encourage owners and managers of 
residential multiple-unit, commercial, industrial, and transportation 
structures to prepare Fire Safety Effectiveness Statements, pursuant to 
standards, forms, rules, and regulations to be developed and issued by 
the Administrator.

                          Transfer of Functions

    Functions of National Fire Prevention and Control Administration 
[now United States Fire Administration] and National Academy for Fire 
Prevention and Control generally transferred to Federal Emergency
