Sec. 6194. Capacity Building and Information and Dissemination 
        Network
        
    The Secretaries, acting through such mechanisms as the Capacity 
Building and Information and Dissemination Network established under 
section 453(b) of the Job Training Partnership Act (29 U.S.C. 
1733(b)),\1\ the Educational Resources Information Center Clearinghouses 
referred to in the Educational Research, Development, Dissemination, and 
Improvement Act of 1994 [20 U.S.C. 6001 et seq.], and the National 
Network for Curriculum Coordination in Vocational and Technical 
Education under section 2402(c) \1\ of this title, shall--

        (1) collect and disseminate information--
            (A) on successful School-to-Work Opportunities programs and 
        innovative school- and work-based curricula;
            (B) on research and evaluation conducted concerning school-
        to-work activities;
            (C) that will assist States and local partnerships in 
        undertaking labor market analysis, surveys, or other activities 
        related to economic development;
            (D) on skill certificates, skill standards, and related 
        assessment technologies; and
            (E) on methods for recruiting and building the capacity of 
        employers to provide work-based learning opportunities; and

        (2) facilitate communication and the exchange of information and 
    ideas among States and local partnerships carrying out School-to-
    Work Opportunities programs.

Sec. 199(b)(2), Aug. 7, 1998, 112 Stat. 1059, effective July 1, 2000. 
Pursuant to section 2940(b) of Title 29, references to a provision of 
the Job Training Partnership Act, effective Aug. 7, 1998, are deemed to 
refer to that provision or the corresponding provision of the Workforce
