    SUBCHAPTER I--HELPING DISADVANTAGED CHILDREN MEET HIGH STANDARDS
 
     Part B--William F. Goodling Even Start Family Literacy Programs
 
Sec. 6361. Statement of purpose

    It is the purpose of this part to help break the cycle of poverty 
and illiteracy by improving the educational opportunities of the 
Nation's low-income families by integrating early childhood education, 
adult literacy or adult basic education, and parenting education into a 
unified family literacy program, to be referred to as ``Even Start''. 
The program shall--
        (1) be implemented through cooperative projects that build on 
    high quality existing community resources to create a new range of 
    services;
        (2) promote the academic achievement of children and adults;
        (3) assist children and adults from low-income families to 
    achieve to challenging State content standards and challenging State 
    student performance standards; and
        (4) use instructional programs based on scientifically based 
    reading research (as defined in section 6661a of this title) and the 
    prevention of reading difficulties for children and adults, to the 
    extent such research is available.

    Par. (2). Pub. L. 106-554, Sec. 1(a)(4) [div. B, title XVI, 
Sec. 1604(b)(2)], amended par. (2) generally. Prior to amendment, par. 
(2) read as follows: ``promote achievement of the National Education 
Goals; and''.
    Par. (4). Pub. L. 106-554, Sec. 1(a)(4) [div. B, title XVI, 
Sec. 1604(b)(3), (4)], added par. (4).


                      Indicators of Program Quality

    Pub. L. 106-554, Sec. 1(a)(4) [div. B, title XVI, Sec. 1604(n)], 
Dec. 21, 2000, 114 Stat. 2763, 2763A-334, provided that: ``Not later 
than 30 days after the date of the enactment of this Act [Dec. 21, 
2000], the Secretary shall notify each State that receives funds under 
part B of title I of the Elementary and Secondary Education Act of 1965 
[20 U.S.C. 6361 et seq.] that to be eligible to receive fiscal year 2001 
funds under part B, such State shall submit to the Secretary, not later 
than June 30, 2001, its indicators of program quality as described in 
section 1210 of the Elementary and Secondary Education Act of 1965 [20 
U.S.C. 6369a]. A State that fails to comply with this subsection shall 
be ineligible to receive funds under such part in subsequent years 
unless such State submits to the Secretary, not later than June 30 of 
the year in which funds are requested, its indicators of program quality 
as described in section 1210 of the Elementary and Secondary Education 
Act of 1965.''
