Sec. 114f. ``State'' defined; authorization of appropriations

    As used in section 114e of this title, the term ``State'' includes 
the District of Columbia and the Territories and possessions of the 
United States. There is authorized to be appropriated such sums as may 
be necessary to carry out section 114e of this title. Funds appropriated 
pursuant to this section shall be expended in accordance with procedures 
prescribed by the Secretary.
