report to Congress and the President no later than Jan. 15, 1990, prior 
to repeal by Pub. L. 103-322, Sec. 90204(c)(1).


                        Effective Date of Repeal

    Repeal effective Sept. 30, 1997, see section 1009 of Pub. L. 100-
690, as amended, which was formerly classified to section 1506 of this 
title.
