                     CHAPTER 38--DEPARTMENT OF STATE
 
Sec. 2676. Contracts in foreign countries

    The Secretary of State is authorized to enter into contracts in 
foreign countries involving expenditures from funds appropriated or 
otherwise made available to the Department of State, without regard to 
the provisions of section 22 of title 41: Provided, That nothing in this 
section shall be construed to waive the provisions of section 431 of 
title 18.
