Sec. 287k. Congressional expression of satisfaction that 
        expenditures relating to operations in Middle East and in the 
        Congo are ``expenses of the Organization''
        
    The Congress expresses its satisfaction that the International Court 
of Justice has decided that the expenditures authorized in resolutions 
of the United Nations General Assembly relating to operations in the 
Middle East and in the Congo are ``expenses of the Organization'' within 
the meaning of the United Nations Charter, thereby providing a sound 
basis for obtaining prompt payment of assessments for such expenditures 
by making them obligations of all members of the United Nations.
