   SUBCHAPTER I--REGULATION OF EXPLORATION AND COMMERCIAL RECOVERY BY 
                         UNITED STATES CITIZENS
 
Sec. 1414. License and permit fees

    No application for the issuance or transfer of a license for 
exploration or permit for commercial recovery shall be certified unless 
the applicant pays to the Administrator a reasonable administrative fee 
which shall be deposited into miscellaneous receipts of the Treasury. 
The amount of the administrative fee imposed by the Administrator on any 
applicant shall reflect the reasonable administrative costs incurred in 
reviewing and processing the application.
