Sec. 59q. Erie Basin, Buffalo Harbor, New York

    That portion of the Erie Basin in the Buffalo Harbor lying within 
the following described area is hereby declared to be not a navigable 
water of the United States within the meaning of the Constitution and 
the laws of the United States.
