                    SUBCHAPTER I--GENERAL PROVISIONS
 
Sec. 854. Qualification of officers for appointment or promotion 
        generally
        
    No person shall be appointed ensign and no commissioned officer 
shall be promoted to a higher permanent grade on the active list until 
he has passed a satisfactory mental and physical examination in 
accordance with regulations prescribed by the Secretary of Commerce.

    Section is part of section 16 of act May 22, 1917. Portions of the

positions.
