Sec. 126. National Hispanic Heritage Month

    The President is requested to issue each year a proclamation--
        (1) designating September 15 through October 15 as National 
    Hispanic Heritage Month; and
        (2) calling on the people of the United States, especially the 
    educational community, to observe National Hispanic Heritage Month 
    with appropriate ceremonies and activities.
