Sec. 129. National Pearl Harbor Remembrance Day

    (a) Designation.--December 7 is National Pearl Harbor Remembrance 
Day.
    (b) Proclamation.--The President is requested to issue each year a 
proclamation calling on--
        (1) the people of the United States to observe National Pearl 
    Harbor Remembrance Day with appropriate ceremonies and activities; 
    and
        (2) all departments, agencies, and instrumentalities of the 
    United States Government, and interested organizations, groups, and 
    individuals, to fly the flag of the United States at halfstaff each 
    December 7 in honor of the individuals who died as a result of their 
    service at Pearl Harbor.

    In subsection (b)(2), the words ``departments, agencies, and 
instrumentalities of the United States Government'' are substituted for 
``Federal agencies'' for consistency in the revised title and with other 
titles of the United States Code.
