The words ``The Council shall make available for an audit under this
section all records'' are substituted for ``In conducting any audit
pursuant to this section, appropriate representatives of the Comptroller
General shall have access to all books, accounts, financial records,
reports, files and other papers'' for consistency in the revised title
and with other titles of the United States Code and to eliminate
unnecessary words. The word ``full'' is omitted as unnecessary.
