Sec. 2201. No postal equipment or supplies manufactured by 
        convict labor
        
    Except as provided in chapter 307 of title 18, the Postal Service 
may not make a contract for the purchase of equipment or supplies to be 
manufactured by convict labor.

    Section effective July 1, 1971, pursuant to Resolution No. 71-9 of 
the Board of Governors. See section 15(a) of Pub. L. 91-375, set out as
