Sec. 3681. Reimbursement

    No mailer may be reimbursed for any amount paid under any rate or 
fee which, after such payment, is determined to have been unlawful after 
proceedings in accordance with the provisions of section 3628 of this 
title, or is superseded by a lower rate or fee established under 
subchapter II of this chapter.

    Subchapter effective Jan. 20, 1971, pursuant to Resolution No. 71-10 
of the Board of Governors. See section 15(a) of Pub. L. 91-375, set out
