                 TITLE 42--THE PUBLIC HEALTH AND WELFARE
 
          CHAPTER 110--FAMILY VIOLENCE PREVENTION AND SERVICES
 
Sec. 10412. Authority of Secretary; construction with State and 
        local law
        
    (a) In order to carry out the provisions of this chapter, the 
Secretary is authorized to--
        (1) appoint and fix the compensation of such personnel as are 
    necessary;
        (2) procure, to the extent authorized by section 3109 of title 
    5, such temporary and intermittent services of experts and 
    consultants as are necessary;
        (3) make grants to public and nonprofit private entities or 
    enter into contracts with public or private entities; and
        (4) prescribe such regulations as are reasonably necessary in 
    order to carry out the purposes and provisions of this chapter.

Not later than 90 days after May 28, 1992, the Secretary shall publish 
proposed regulations implementing sections 10402, 10407, and 10414 of 
this title. Not later than 120 days after May 28, 1992, the Secretary 
shall publish final regulations implementing such sections.
    (b) Nothing in this chapter shall be construed to supersede the 
application of State or local requirements for the reporting of 
incidents of suspected child abuse to the appropriate State authorities.

                          Codification

    Another section 312 of Pub. L. 98-457, which was classified to 
section 10411 of this title, was repealed by section 303(a) of Pub. L. 
100-294.


                               Amendments

    1992--Subsec. (a). Pub. L. 102-295 inserted at end ``Not later than 
90 days after May 28, 1992, the Secretary shall publish proposed 
regulations implementing sections 10402, 10407, and 10414 of this title. 
Not later than 120 days after May 28, 1992, the Secretary shall publish 
final regulations implementing such sections.''
