Sec. 13471. Renewable energy


(a) Program direction

    The Secretary shall conduct a comprehensive 5-year program, in 
accordance with sections 13541 and 13542 of this title, to provide cost-
effective options for the generation of electricity from renewable 
energy sources for grid and nongrid application, including field 
demonstrations of sufficient scale and number in operating environments 
to prove technical and economic feasibility for providing cost effective 
generation and for meeting the goal stated in section 13401(3) of this 
title and section 13382(a)(4) of this title.

(b) Program plan

    Within 180 days after October 24, 1992, the Secretary shall prepare 
and submit to the Congress a 5-year program plan to guide the activities 
under this section. In preparing the program plan, the Secretary shall 
consult with appropriate representatives of industry, institutions of 
higher education, Federal agencies, including national laboratories, and 
professional and technical societies.

(c) Authorization of appropriations

    There are authorized to be appropriated to the Secretary for 
carrying out this section, including all solar energy programs (other 
than activities under section 13431 of this title), geothermal systems, 
electric energy systems, and energy storage systems, $208,975,000 for 
fiscal year 1993 and $275,000,000 for fiscal year 1994.
