statement of purpose for the voluntary assistance program for needy 
children.
    Section 2822, Pub. L. 88-452, title II, Sec. 220, Aug. 20, 1964, 78 
Stat. 523; Pub. L. 89-253, Sec. 20, Oct. 9, 1965, 79 Stat. 976, provided 
for the establishment within the Office of Economic Opportunity of an 
information and coordinating center but prohibiting the interference 
with jurisdiction of State and local welfare agencies with respect to
