Sec. 290bb-5. Training in provision of treatment services


(a) In general

    The Director of the Center for Substance Abuse Treatment shall 
develop programs to increase the number of substance abuse treatment 
professionals and the number of health professionals providing treatment 
services through the awarding of grants to appropriate public and 
nonprofit private entities, including agencies of State and local 
governments, hospitals, schools of medicine, schools of osteopathic 
medicine, schools of nursing, schools of social work, and graduate 
programs in marriage and family therapy.

(b) Priority

    In awarding grants under subsection (a) of this section, the 
Director shall give priority to projects that train full-time substance 
abuse treatment professionals and projects that will receive financial 
support from public entities for carrying out the projects.

(c) Health professions education

    In awarding grants under subsection (a) of this section, the 
Director may make grants--
        (1) to train individuals in the diagnosis and treatment of 
    alcohol abuse and other drug abuse; and
        (2) to develop appropriate curricula and materials for the 
    training described in paragraph (1).

(d) Authorization of appropriations

    For the purpose of carrying out this section, there are authorized 
to be appropriated $30,000,000 for fiscal year 1993, and such sums as 
may be necessary for fiscal year 1994.

                            Prior Provisions

    A prior section 512 of act July 1, 1944, which was classified to 
section 290bb-1a of this title, was renumbered section 506 of act July 
1, 1944, by Pub. L. 102-321 and transferred to section 290aa-5 of this 
title.
    Another prior section 512 of act July 1, 1944, was renumbered 
section 513 by Pub. L. 98-509 and classified to section 290bb-2 of this 
title, prior to repeal by Pub. L. 102-321, Sec. 122(d)[(e)].
    Another prior section 512 of act July 1, 1944, which was classified 
to section 229a of this title, was successively renumbered by subsequent 
acts and transferred, see section 238i of this title.


                             Effective Date

    Section effective Oct. 1, 1992, with provision for programs 
providing financial assistance, see section 801(c), (d) of Pub. L. 102-
321, set out as an Effective Date of 1992 Amendment note under section 
236 of this title.
