Sec. 290cc-34. Definitions

    For purposes of this part:

                  (1) Eligible homeless individual

        The term ``eligible homeless individual'' means an individual 
    described in section 290cc-22(a) of this title.

                       (2) Homeless individual

        The term ``homeless individual'' has the meaning given such term 
    in section 256(r) \1\ of this title.

                              (3) State

        The term ``State'' means each of the several States, the 
    District of Columbia, the Commonwealth of Puerto Rico, the Virgin 
    Islands, Guam, American Samoa, and the Commonwealth of the Northern 
    Mariana Islands.

                         (4) Substance abuse

        The term ``substance abuse'' means the abuse of alcohol or other 
    drugs.
