Sec. 3784. Finality of determinations

    In carrying out the functions vested by this chapter in the Bureau 
of Justice Assistance, the Bureau of Justice Statistics, or the National 
Institute of Justice, their determinations, findings, and conclusions 
shall, after reasonable notice and opportunity for a hearing, be final 
and conclusive upon all applications, except as otherwise provided 
herein.
