Sec. 8286b. Report

    The President shall report to the Congress on January 1, 1981, and 
annually thereafter, with respect to--
        (1) the activities which have been carried out under this 
    subchapter; and
        (2) other efforts which are being carried out to coordinate the 
    various Federal energy conservation programs.

34519, provided:
    Memorandum for the Secretary of Energy
    By virtue of the authority vested in me by the Constitution and the 
laws of the United States, including section 301 of title 3 of the 
United States Code, I hereby delegate to you the authority to transmit 
to the Congress the annual report describing the activities of the 
Federal Government as required by subtitle H, title V of the Energy 
Security Act (Public Law 96-294; 42 U.S.C. 8286, et seq.).
    You are authorized and directed to publish this memorandum in the 
Federal Register.
