Sec. 9817. Department of Agriculture; Rural Development 
        Administration programs
        
    The Secretary of Agriculture or, where appropriate, the 
Administrator of the Farmers Home Administration, or of the Rural 
Development Administration, after consultation with the Secretary of 
Health and Human Services, shall take all necessary steps to ensure that 
community development corporations and local cooperative associations 
shall qualify for and shall receive--
        (1) such assistance in connection with housing development under 
    the Housing Act of 1949, as amended [42 U.S.C. 1441 et seq.];
        (2) such assistance in connection with housing, business, 
    industrial, and community development under the Consolidated Farmers 
    Home Administration Act of 1961 [7 U.S.C. 1921 et seq.] and the 
    Rural Development Act of 1972; and
        (3) such further assistance under all such programs of the 
    United States Department of Agriculture; as shall further the 
    purposes of this subchapter.

    1990--Pub. L. 101-624 substituted ``Department of Agriculture; Rural
