Sept. 18, 1978, and in his annual report thereafter, to report to 
Comptroller General on shut-in and flaring oil and gas wells and 
required Comptroller General, within six months after receipt of report, 
to review and evaluate methodology used by Secretary in allowing wells 
to be shut-in or flare natural gas and submit his findings and 
recommendations to Congress.
