Sec. 3902. Penalties

    When the owner, charterer, managing operator, agent, master, or 
individual in charge of a vessel carrying animals referred to in section 
3901 of this title willfully violates, or causes or permits to be 
violated, a regulation prescribed under this chapter, the vessel may be 
prohibited from carrying any such animals from the United States for a 
period, of not more than one year, that the Secretary of Agriculture 
directs. The vessel may not be cleared from a port of the United States 
during that period.
