Sec. 5111. Rail tank cars

    A rail tank car built before January 1, 1971, may be used to 
transport hazardous material in commerce only if the air brake equipment 
support attachments of the car comply with the standards for attachments 
contained in sections 179.100-16 and 179.200-19 of title 49, Code of 
Federal Regulations, in effect on November 16, 1990.
