Sec. 2231a. Reimbursement of employees for costs of State 
        licenses and certification fees
        
    On and after October 28, 1991, notwithstanding any other provision 
of law, any appropriations or funds available to the agencies of the 
Department of Agriculture may be used to reimburse employees for the 
cost of State licenses and certification fees pursuant to their 
Department of Agriculture position and that are necessary to comply with 
State laws, regulations, and requirements.
