Sec. 5922. Graduate School of Department of Agriculture


(a) Training services

    Notwithstanding any other provision of law, the head of a Federal 
agency or major organizational unit within any agency, including 
agencies and offices within the Department of Agriculture, may place an 
order (or enter into an agreement) with the Graduate School of the 
Department of Agriculture under the provisions of section 1535 of title 
31 for training and other services incidental to the provision of such 
training.

(b) Goods or services

    The Graduate School may obtain any goods or services necessary to 
the fulfillment of an order under subsection (a) of this section or its 
obligations under such agreement without regard to the requirements of--
        (1) the Federal Property and Administrative Services Act of 1949 
    (40 U.S.C. 471 et seq.); or
        (2) any other law that prescribes procedures for the procurement 
    of property or services by an executive agency.

(c) Audits of records

    The financial records of the Graduate School relating to orders or 
agreements under subsection (a) of this section shall be made available 
to the Comptroller General for purposes of conducting an audit.

(d) Definitions

    For purposes of this section:
        (1) The term ``Graduate School'' means the Graduate School of 
    the Department of Agriculture.
        (2) The term ``training'' has the meaning given that term in 
    section 4101(4) of title 5.
