[video] VGA Controller question...

Most of this is waaay over my head, but could this project be used to 
create a low-cost VGA to LCD signal converter/controller?

The input would come from the PC's VGA card, ??? would convert and 
sent to the signal to the LCD panel.

Most controller cards I've found are ~$250USD + cable, power supply, 
etc.

Just curious.
