[video] H.263 core

There seems to be quite some interrest in this.
The video compressions website is the place where these projects go. There's a 
mailing list for video systems video@opencores.org.

A number of blocks for a H.263 system are already finished. Most important 
blocks that need to be done are the motion estimater and compensator.
