Consider using "Ogg Vorbis" instead.

1) It is free from all patents
2) It is free from all licensing fees
3) Recent listening tests indicate that it is higher
   quality than mp3, for the same bit rate
   (http://slashdot.org/article.pl?sid=02/09/09/0045223&mode=thread&tid=141)
4) A free fixed point arithmetic version of the ogg vorbis
   decoder has recently been released (see ogg user site below).
   It should be suitable for conversion to VHDL.  The opencollector
   news page has an announcement about a free hardware
   implementation of ogg vorbis: http://opencollector.org/news/
