Also depends on the test vector (as previously noted, this is where
the MHz bit comes from)
Also depends on the loading on the cell
also depends on the ramptime in.     

getting properly annotated libraries from the vendor, 
getting postlayout annotation, and using a tool like 
powermill is necessary if you want accuracy.
And using representative vectors.
its not easy, and usually not well done.
