OK, I screwed up my address bus calculations.  That should say:
My internal address bus is 15 bits of address plus 4 selects (sheesh!) to give
an external address bus of 17 bits (16 + PSEN).  I guess I can't subtract
at 12:30am on a Saturday.  Sorry for any confusion that may have caused.
