Ctrl-M is ASCII "Return"
CTRL-J is ASCII "Line Feed"

The routine you are using to assemble a packet is likely waiting for "Line
Feed" to indicate command complete. This provides you with the ability to
localy edit the command packet (Ctrl-? is "Rubout"). Some systems use
"Return" as line delimiter while others use "Line Feed" and yet others use
both. Ctrl-L may also work ("Form Feed") as well as Ctrl-K ("Vertical Tab").
